In the September 6, 2000 edition of Wall Street Journal, the Tax Notes column provided an update on the recently passed legislation in New York State that requires all private foundations formed in New York "to buy legal notices in newspapers starting 2001. The notices must say the foundation's annual IRS return is available for public inspection at its main office within 180 days after the publication date."
